This unit describes a participant’s skills and knowledge required to plan and monitor recycled material operations in Coal and Metalliferous mining and Extractive.

This unit is appropriate for those working in management or technical specialist roles.

Elements and Performance Criteria

1. Plan and prepare for recyclable material operations

1.1 Access, interpret and apply planning and monitoring of recycling material operations documentation and ensure the work activity is compliant

1.2 Identify and explore market opportunities to assist the organisation forecast trends and options

1.3 Undertake feasibility study to confirm market research and determine viability of project

1.4 Plan recyclable materials processing using on-site mobile equipment and fixed depots

1.5 Plan storage of raw feed and products

1.6 Test products to support ongoing quality assurance

1.7 Investigate the blending of secondary aggregates with A-grade materials to produce road base replacements

1.8 Design compatible equipment for the recycling process, storage and transport of reclaimable materials

1.9 Design process in accordance with environmental and statutory/legal requirements

2. Monitor operations

2.1 Monitor growth potential of the recycling Industry

2.2 Monitor, appraise and introduce new techniques, systems and products

2.3 Monitor production rates and associated environmental impact results

2.4 Organise stockpiling and removal of separated saleable materials having a high level of cleanliness from those requiring disposal/tipping

2.5 Undertake ongoing testing of product for compliance

2.6 Prepare cost analysis reports

2.7 Prepare and circulate records and reports to appropriate personnel

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant legislation, documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient planning and monitoring of recycled material operations including:

planning recyclable material processing

monitoring, appraising and reporting on operations

identifying and applying people and processes management

analysing and reviewing operations and costs

identifying and applying project and task management

coordinating human, financial and physical resources

delivering and maintaining services to required specifications

evaluating new and used equipment

auditing recycled material operations performance

applying negotiation and contract finalisation

implementing change management

identifying, accessing and using appropriate technologies

identifying and applying conflict resolution

identifying and applying team management techniques

demonstrates completion of the planning and monitoring of recycled material operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

identifying, assessing and selecting plan components

identifying required information and scope of work

completing a feasibility study

developing and implementing recyclable materials processing plan

testing products for compliance

designing compatible equipment

identifying, appraising and introducing new techniques, systems or products

identifying information sources to monitor growth potential of Industry


Evidence of Knowledge

The candidate must demonstrate knowledge in planning and monitoring recycled material operations through:

managing recycled material operations

identifying site products and services

identifying site plant and equipment

identifying and complying with organisational objectives

identifying and applying customer relations techniques

accessing and using computer applications

accessing, interpreting and applying statistics


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit must be assessed in the context of this sector’s work environment; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
